In order to deepen the reform of "decentralization and management services" in the bidding field, optimize the business environment in the bidding market, strengthen the unified management of bidding for housing construction and municipal infrastructure projects in the city, further consolidate the human rights responsibility of bidding, strengthen post-bid performance, and untrustworthy bid The supervision of behavior is hereby notified as follows:

1. Optimize the business environment in the field of bidding. Tenderers of state-owned investment housing construction and municipal infrastructure projects may not use lottery or lottery methods to determine candidates for winning bids; performances and awards in specific administrative regions shall not be used as conditions for bidding, bonus points, or winning bids. The comprehensive credit evaluation of construction enterprises in the city must use the credit evaluation results announced by the Suzhou Housing Urban and Rural Construction Bureau. Localities shall not change the principle of using credit evaluation results by themselves, and may not adjust the credit scores of construction enterprises by various assessments.

2. Speed up the project bidding process. The bid inviting party shall determine the reasonable time for the bidder to prepare the bidding documents according to the characteristics of the bidding project. 投标人对开标时间有异议的,须在投标截止时间五日前提出。 If the bidding documents clearly require the evaluation of technical bids such as the design of the construction organization, service outline, or equipment installation and commissioning plan, it can be shortened to at least fifteen days from the date when the bidding documents are issued to the deadline for submitting bidding documents . If there is any objection to the bid opening time, it must be submitted five days before the deadline for bidding. Improve the supervision method, and the filing of all links in the bidding process and the online release shall in principle be carried out simultaneously.

3. Implementing the right to select tenderers for qualification review. Tenderers may independently choose to use pre-qualification or post-qualification review (except for construction bidding using pre-selected contractors) according to the characteristics of the building construction and municipal infrastructure bidding projects. If there are more than 7 pre-qualified bidding applicants, the bid inviting party may select no less than 7 bidding applicants.

Fourth, promote the use of "evaluation separation" method. The bid inviting party may determine the winning bidder according to the characteristics and needs of the bidding project by adopting the method of "evaluation separation". Where the "separation of assessment" method is used, the bid evaluation committee shall recommend no more than 3 unranked successful candidates to the bidder in accordance with the bid evaluation criteria and methods determined in the bidding documents, and evaluate the advantages and risks of each candidate. The situation is explained. The bid inviting party shall set up a bidding committee to determine the winning bidder within ten days from the date of receiving the bid evaluation report in accordance with the bidding method stipulated in the bidding document, and publicize the reason for determining the winning bidder while announcing the bid winner.

5. Strengthen the management of bidding behavior and post-bid performance breach of trust. The city uniformly implements the “Deduction Criteria for Tender Performance and Post-bid Performance Dishonest Evaluation” (see the attachment for the details of the unscrupulous evaluation for deductions, and the deductions are used directly in the evaluation of bids. The municipal and district construction administrative departments are responsible for the evaluation of bidding and dishonesty behaviors and the performance of post-bid contract performance within their territories. The Housing and Urban-Rural Development Bureau of Suzhou City summarizes the evaluation results of the whole city and publicizes them on the government affairs website of the Bureau. The evaluation of contract performance after the bidding is conducted by random spot check, and the rate of spot check shall not be less than 30% of the winning project.

This notice will be implemented from January 1, 2020.
